re: the diesel versus petrol cost thing.
What it highlights is the absurdity of chasing "user pays" by using statistics to draw little circles around groups of people for the purpose of targetting them with fees.
I asked my mate who works at ACC (he's a good bloke, I don't blame him for where he works) "why don't drivers of safer cars pay less ACC?"
Well, it turns out that safer cars would have to be charged more.
...because safer cars tend to be newer and more expensive cars - and owned by people with higher incomes; who cost ACC more.
Measure once, cut twice. Practice makes perfect.
If it wasn't for a concise set of rules, we might have to resort to common sense!
