It looks like you missed the point of it? The idea of the ad is to stop people doing track speeds on the road, because it's a completely different environment in terms of run off hazards.

U-turning cars are a hazard whichever speed you are going

Seeing this ad always makes me think of looking twice next time I'm on the Taupo track just in case there's a phonebox or a bus on the side of one of the corners
