Despite our misgivings about the police, they do pick up on the "this picture is not correct" things around the neighbourhood. The person riding a bike like that in casual clothes may well have just been an opportunist thief. Doing a runner at that stage would most likely have confirmed his suspicions.
This is a 100% post, if your bike was being stolen you would appreciate a cop doing just this, as above..

He’d find naught wrong with my paperwork, or that of the bike, and that’s got bugger all to do with it. The suspicion that someone’s behavior infringes the law is no excuse for rudeness or unprofessional conduct.

The uniform infers no moral superiority, quite the reverse, the exercise of authority often has a corrosive effect on the self image, and there’s a hint of the usual symptoms on display here. Most of my rare “contacts” with the constabulary are perfectly cordial but Christ there’s some right tossers out there.

Patrick beat me to it. In the circumstances as described in the OP that would've been an expensive mouthful

Rode from Palmy this morning through Woodville. There was two police cars, one on each side of the road, cones in the middle. It wa 8.30am. They were stopping every car and had them to state their name and address in the little gizmo that you hate when you had a good night less than 12 hours ago. But I was waved through. The only one they did so to! Must have been my respectable black leathers!

May the bridges I burn light the way.

Before you judge a man, walk a mile in his shoes. After that, who cares? ...He's a mile away and you've got his shoes
