    High-risk vehicles and drivers
    For ACC the ‘risk’ of a vehicle is assessed by the frequency it is involved in road crashes and the severity of the injuries the occupants received from those crashes. ‘Risk’ is influenced by the design of the vehicle, the inclusion of safety features in the vehicle, the type and skill of the driver(s) who operate the vehicle, how well the vehicle is maintained and even where in the country the vehicle is operated.
    Under the current vehicle class structure 80% of vehicles in New Zealand are classified as passenger vehicles. For this group of vehicles there is no differentiation of levy based on the risk of groups of vehicles within the class or differentiation based on the types of drivers.
    This means that owners of high-risk vehicles pay too little and owners of safer vehicles pay too much in levies. ACC will work towards further differentiation of vehicles over the next three to four years to ensure our levies reward owners of vehicles that are less ‘risky’.
    Motorcycles
    The current levies recognise the increased likelihood of being injured when travelling on a motorcycle compared to the risk of injury when travelling in a car. There has been concern regarding the levies charged by ACC on these vehicles. One argument has been that it is appropriate that owners of other vehicles contribute to the cost of injuries to motorcyclists.
    The table below compares the lifetime costs per vehicle with the levy collected per vehicle for motorcycles and mopeds. The rest of the levy required to pay for injuries to motorcyclists is collected from owners of other vehicles. For the 2010/11 it is estimated that other motor vehicle owners contribute an additional $70 each to fund motor cycle related injury costs.

    Consultation

    As ACC continues to review the levies in order to ensure each vehicle owner pays their fair share of the total injury costs, ACC will look at whether the current contribution from motorcycle owners is still appropriate. Any change recommended by ACC will be part of a wider package of changes across most vehicle classes.

    BTW, you no longer ride a motorcycle...You are now in charge of a "High Risk Vehicle"...Happy Days.

    the full doc is here nothing like the increases of last year, but if all the buzz about risk based levies goes through, there will be some big ones in the future I reckon.
