    I propose the $1.50 bullet in the head solution, much less than the $50,000plus per annum it costs for the next few years.

    That's what they do in 3rd world countries, and also in America.
    Not slave-labour, but at least it helps the jail system to support itself even if only partially.

    It would mean goverment "subsidizing the jail system, instead of giving crims paid-holiday".

    Is it more to the point though, that the sentences are so light that the criminals become recidivist offenders and continually go to jail, hence giving the statistic of high incarceration rates? In America, the key is, well, there is no key, because once you are in, they throw it away...
