I approve of this, escept for them getting the change back.Every so often there's an operation where they stop all the boyracer cars and see who owes what in fines and invariably there's a car or two plucked from under the arse of their owner and sold to pay for the outstanding fines.
They do get the change back- if there's any left over after the dust has settled....
