I would doubt if any helmets on sale in shops in NZ wouldn't meet the safety requirements, but as people have said, a helmet is one thing you shouldn't economise on because it is one of the most important things saving you from serious injury or death. There are some inexpensive helmets on the market (not cheap, that denotes nasty too!) so you don't need to break the bank, but a good helmet should last you for years so it's worth paying decent money for one that fits well and is quiet. The plain colours are usually cheaper than the ones with graphics.
I had to buy a certain type of helmet when rallying (Snell approved from memory) as they have heaps of rules and regulations. It cost me more than my motorcycle helmet and it's an open face ugly thing!
I don't think the average cop would know if your helmet was approved or not, as long as it does the job and doesn't appear damaged I doubt they'd give you any grief. Hell, I've never seen them hassle kids who don't wear cycle helmets, so I think you're pretty safe!
