    If that's as clear as it gets, it's ambiguous enough to at least a refund if he is'nt allowed to finish the course.

    It will depend then, on whether he needs the assessment at the end of it, or whether participating inthe course is enough. They should allow him to continue then, and could mark the cert, not valid for reducing the time on restricted licence. They should let him finish the course, and just mark the certificate.
