I think your underestimating how many people actually walk compared to how many people ride motorcycles.
Also include people who can walk enough to injure or kill themselves but lack the capacity to mount a bike.
I walked to subway this morning for morning tea and I ride a motor bike, gee looks like I'm gonna die a young man....

Pull em all over and give them Safety Tips, literature and inspect them to make sure they're upto road legal standards and appropriately licenced

Sounds like someone bought into the whole "You know what they say about guys with big feet?" thing and wants to take out their inadequacy issues on those with more generously proportioned feet.
Makes you wonder whether the folks who wrote that legislation had similar hangups.
I'd comment that some pedestrians ask for it...especially in Wellington - some people are stupid idiots.
