Plate Flippers

A friend of mine was wondering about these....

He thinks, that they are only illigal if you actually use it, therefore if you get pulled over, and the cop notices it, s/he cannot sting you for it (although s/he would be more likely to sting you for other things) Is my friend correct here or just thinking wishfully?

For those who are wondering what my friend is on about, a plate flipper is just that, it flips your plate so it is hidden from certain people...

I heard the Yazuka have them.. or is that just a rumour?
Sorry for the off topicness.

I'm sure if it had a legit reason eg 'cleaning mud off the plate officer'

or some other crap you could think of (parking bike somewhere enclosed mabey)... but I think it would be a grey/illegal area.
