Consideringt hat that article is on the Hitchhikers guide to the galaxy site, i'd say its meant to be both humorous yet deadly serious. I know i wouldn't want to tailgate a truck'n trailer full of urinating cattle, the smell would get you first then the splatter then well you'd be praying for it to rain. I'm surprised they didn't mention the speed cameras are most likely to be at the end of the passing lane.
