a) Even 50cc scooters can get to 50kph with ease, so this has no relevance in an urban situation where we all are supposed to go at 50kph.
b) Sitting higher? Unless you have a very low-slung cruiser, or a very crouchy supersport, no. My tiny Scorpio towers above scooters.
c) Riders' reaction times have ABSOLUTELY NOTHING to do with what posture you are in on a bike.

and, for higher to mean more vision, you'd already need a massive sight line for the curvature of the earth to come into play (i guess hills would be more a realistic application, but i live in palmy so no worries there!), as well as the object you needed to see being very low.
What one could say by applying similar logic, is for a scooter, the lack of mass, short wheelbase, and high sitting position, mean the angle from the front wheel to center of mass is very steep, this means less braking force can be applied before the vehicle tips, of course the lack of large diameter brakes means less braking force can be effectively applied anyway.
Could be an interesting question, can you do scooter stoppies easier than motorcycle stoppies?
