The point is they entered a contract and failed to deliver. I don't have a problem with the authority making a ruling that passing the Raro test is not a valid prerequisite, the issue is they take your money and pass you before denying delivery of license. You should be informed beforehand that this process cannot be completed if this is the case.

Sorry, thats bullshit. Raro police are not at all interested in NZ licence requirements, only their own and the reality, for them it is only about revenue. They have no obligation to provide a shortcut to an NZ full licence.

Anybody that thinks a "Raro Licence" is a justified qualification for a 6F in New Zealand ... is deluded.

The best the OP can hope for is a refund of testing the fee ...

I understood he did the 6F test in NZ under the promise that if he passed it then he passed it. If that is the case, then they should hand the license over forthwith.

WTF are you babbling on about?

They are goverment authority and promised him Full licence upon payment/completion of the full test, so as far as he is concerned he met all the legal requirements and now they are trying to back out of their obligations.

And reasoning that Raro licence is easy to obtain is very irrelevant.....

Haha....what a load of shit. (sorry) they are the Cook Islands, they have no obligation to NZ as far as an NZ full licence is concerned, only a Cook Is one. You can argue it all you like, I have been here, did it myself and went through all the hoops. They wont recogbise a Cook Is test. NZ authorities know they put you on a 50cc scooter with no gears and ride around the block.....that is not the NZ standard.....

Read his 2nd and 3rd paragraphs, he did his full again here AFTER being told that is what was required to get his NZ full. So in essence the Raro Full only stood in for the NZ restricted.

Nope but the rules are simple, if you are holder of full licence from any country you are elegible for F licence in NZ once you pass the full test and you effectively skip all this L and R bullshit...

As above, if he was able to, why cant he......cause he is trying to shortcut the system.

Why didnt they let him then? I said already, been here, they recognise that the test ISNT sufficisnt. He just has to do the legal thing. Hahaha.....theres no way around it. Justify it in some warped logic, but if he isnt allowed by law, it aint gonna happen....

Of course he is trying to short cut the system (like any sane person would as its the most retarded system ever)....iam not arguing that point.

But as a holder of licence from another country he was promised full NZ licence upon completion of practical test....

No he isnt. Not if he did it in the Cook Islands. How many times must I say, I have tried, they dont recognise it, they dont have to by law, if they did, they would. No one tried harder than I to do exactly this. I had to do the whole thing in NZ. He just has to bite the bullet and do it.
