    The written confirmation of passing a pratical will probably mean nothing. If you pass the practical, but fail the eye test, you would NOT have passed the licence, so basicaaly I would expect the answer to be 'You must fulfill ALL facets of the test, and you have not done so'.
    I may be wrong.

    In the end, the question was asked as a genuine attempt by a member of the public to resolve some legal or practical situation and his advice was supposedly reliable since he is (supposedly) an industry expert, so if you may not reasonably act on his advice, then whose?

    In hindsight, he may not like the advice he gave but the fact of the matter is he made a binding contract with the enquirer and thats tough titty.

    He should at least get the 6R.
    However after asking 2 people in the official capacity and being told he qualified to sit the 6F and having his application for the 6F accepted (the acceptance of the application could the most important part) then they made a contract to test him for the 6F and if he past give it to him.
    Remember you do the eye test before the drive so that argument doesn't hold water.
    He could try talk to citizens advice.

    Not that i would know but I agree wiyh this. They have accepted your application and taken your money therefore entering into a contract with you.
    They are now breaking the contract.
    Take em to the fucken cleaners mate.

    You've got my statement the wrong way around.

    I mean here, the NZ authority shouldn't have tested him if he didn't have the right pre-requisites. It's no different to getting him to sit and pass the test without providing proof of address, then not giving him a license because proof of address wasn't supplied. Tell him to come back later with proof of address (or in his specific case, the correct testing prerequisites) and sit it then, not "thanks for your money, but you fucked up see ya later".

    Not any country, there is a list of approved countries on the Land Transport web site. I'm pretty sure Cook Is. is no longer on it.

    Dont expect any reparations from NZ government based on avice given to you verbally by their own officials. I took to heart advice received from the immigration helpline - advice for sorting my immigration visas and residency applications. They they gave me bad advice, which ended up screwing me for a couple of $$grand and two additional years before I could get my permanent residency.

    Whatever you do with the NZ government, get it in writing, and signed up to ministerial level. And even that didn't seem to help the Maoris much...
