If you have the written proof, well, you have the written proof.

Simply put, promissory estoppel has four necessary elements which the plaintiff must prove:
1.) there was a promise (pass this test and you get your 6F)
2.) that was reasonably relied upon
3.) resulting legal detriment to the promisee
4.) justice requires enforcement of the promise
If it were me, I'd remind them of the above and that any other conditions were at least required to be disclosed and then provide an address to mail the license, and then I would go about my business as usual.
In the end, it comes back to how much you are prepared to stand up to them.
