I wouldn't touch anyone elses bike without their permission as they may accuse me of phucking with it, unless it's blocking the road or otherwise creating a hazard.

What about this for a scenario.

The dudes bike fell over again, this time smashing your fairing. Someone else picked it up and moved it further away from all the other bikes.

Probably a handlebar end that punched the hole. ABS or even fibreglass fairings etc are pretty tough, I wouldn't attempt to punch a hole with my fist if I had hopes of using that hand again.
