The tolerance is in place because of human error,speedo error (even just worn/new tyres make difference) and mostly because you radar guns are inacurate, thats why its called "tolerance"....otherwise enjoy the overloaded courts with everybody disputing their 1km/h over the limit tickets!

but i do like how you managed to spin it as ...tolerance is "god's gift" from mighty police to us peasants, while in fact its just common sense that you guys came up with yourself....
