    The big difference, I'd imagine - is more within the alcohol interlock licensing system, which kicks in at the 3rd+ convictions.

    The licenses will have to be issued and carried, to be recognised as an interlock user, if or when pulled over by police.

    When the period of required 'clean driver' record, is complete, as well as the assessment program, they are then free to apply for the re-instatement.

    This is how the program is supposed to work anyway..
