Apparently so

Police at the scene said a cruiser was making a U-turn in the 14600 block of Normandy Boulevard when it was hit by an eastbound motorcycle that landed on top of the patrol car.

I guess for a motorcyclist who doesn't have insurance, money on him to pay to have the bike taken off the road and refuses to leave the bike on the road, putting it on top of the police car was the practical solution. Now the motorcyclist and the motorcycle can both be successfully taken back to the station for further examination.
