    I guess for a motorcyclist who doesn't have insurance, money on him to pay to have the bike taken off the road and refuses to leave the bike on the road, putting it on top of the police car was the practical solution. Now the motorcyclist and the motorcycle can both be successfully taken back to the station for further examination.

    Well, on an R1, sooner or later you're going to get arrested for speeding anyways, just cutting out the wait.
