Should the working party's preliminary analysis determine that a solution needs to be worked toward then it would be appropriate that a subcommittee was dedicated to the task of forming a structure to move forward with plans to consider options of finding a solution. It is of vital importance throughout this process that the parties involved meet their obligations under the Treaty.
