Quite a lot of people I know, all of whom own bikes bigger than 250, also own a scooter. Some of them even own mopeds.
A litre bike parked downtown on the footpath right outside the bank might attract unwanted attention. A moped may well be ignored.
After all it's waaaay smaller than those bloody mobility scooters some of my contemporaries drive...

If the ads are aimed at scooter riders duelling with traffic in the city's then a better form of protection would be MX armour especially elbows, wing mirrors hurt like hell after the second or third in a row.....![]()

I'll stick with leather... but mainly crash avoidance.
Many (most?) of the other scooters I see in my commute are school kids. In the summer it's shorts or skirt and sandals.
Some cyclists wear riding gear and change when they get to work, but it would take a real culture change to get pubescent scooterists to do likewise. Or even for the thought to occur to the teachers, let alone the kids...

We were ripping down the motorway today, when I saw a guy on a sports bike in shorts.... he did have his socks pulled up so I guess that made it okay!![]()

plenty of cyclists go faster than most scooters, never seen any in leather or denim yet. Maybe scooter riders should wear lycra, coz those cyclists are invincible
