Apart from the parts mentioned above Nelson is still business as usual. The images you see are of the worse bits - kinda like the 1st quake in Chch.The slips are pretty cool to look at
To be fair the only thing different now for 99% of the Nelson population is that traffic is a bit slower through the main thoroughfare into the city due to the waterfront road being closed.
Don't let the floods put you off coming up here for holidays, the Port races or otherwise - we're still buzzing with our laidback style. There are still heaps of things to do & see apart from Pohara & the other places in Golden Bay closed off.
There are great rivers to enjoy as well as the beaches.
We have many attractions & I am really happy that this year our family gets to have Christmas & holidays home here in Nelson as we never get bored here.

Suspect your right through Padmei - TV footage of September quake in Chch made it look like the whole place was stuffed but only a relatively small area (this is the cold bastard engineer who didn't have any property damage speaking).
