A Very Cool idea! I wish I could steer you in the right direction but I can tell you that I mounted an ashtray to my bicycle handlebars with velcro.
Make sure they put it next to the drink holder.

For whena you're moving or when you're parked?
My bike has a fused lead from the battery to a plastic 2 pin connector (about $4) cable tied to the frame. I just plug into that with cigarette lighter socket from repco ($8.49) for the phone charger or the airbed pump.

No sarcasm intended- I would genuinely love to have a cigarette lighter on my instrument panel. I've seen electrified tank bags before- here's a lead for ya:

On the Volusia i have it connected to the accessory jacks in the headlight, so when the key is off, no power to the lighter.
So, yeah if you patch it in to something that doesnt have power when the key is off.. if you wire to the battery, it will drain power if something is plugged in and charging while the key is off.
Yeah it's a blardy handy mod and easy to do if you're that way inclined. I hooked mine up pretty much as per the diagram that slofox linked but minus the distribution block. I use it to power my phone (setup inside my tank bag) if I'm travelling a new route that I'm unfamiliar with and need gps.
