The difficulty with defining something as a right is that it often means another person has to give up a right... E.g, one man's 'right' to be safe in a well lit, heavily policed street / neighborhood will necessarily come at the cost of another's 'right' to take home more of the pay she earned to spend on her family...
Take health care for example. Is there a human right to free healthcare? I can summarise the argument (made by some very smart people) as follows: If there is a right to health care, someone has the duty to provide it. This means the Government must take as much money from you and me under threat of coercion as the Govt decides it needs - and even if you are OK with that, the concept also means if the Government decided not to pay health care workers a "fair wage" then if human health care is a right, the Government should be able to make health care workers work for a pittance - otherwise other people may not have "the right to affordable health care".
This does not mean that we should not collect taxes to pay for health care - just as it does not mean we should not collect taxes to pay for police; but it does mean that neither (access to) health care) not (a guarantee of) safety, is a "basic human right".
That IMO is why the Founders of the US were v smart when they said everyone should have the right to pursue happiness - not the right to be happy... We have a right to professional response and good service from doctors, nurses, providers, police, teachers etc paid with tax money; but we don't have a right to be safe, healthy and secure a well paying job.
That's my take on it; of course, YMMV...

I've ridden it plenty though and I dont bother any more because of the increased weekend traffic and wannabee motorcycle riding wankers pretending they're racers carving people up
Actually I am fortunate bastard in that I don't have to limit my riding to just the weekends so if I want to head to Akaroa in the middle of the week, when all the weekend warriors aren't around pretending to be Rossi I can, oddly I don't want to often as there is little there to excite me.
If you want to have a decent day out why the hell don't you go around the block, oh I know you don't get to sit and have a latte with all the other weekend warriors and brag about how you took that last corner just coming into Barrys Bay cranked right over, plus 600 odd Kms in a day is far to far to ride.
Also there are plenty of nice days to ride in the winter.
