If some statutory authority send you reminders, then you can reasonably expect that such a reminder would be sent, and you can reasonably expect to be able to rely on that. They cannot arbitrarily do, and then do not, when it was made clear to you that you could rely on it - that is not reasonable, and therefore not enforceable in a court of law.
It would be different if their terms and conditions made it clear to you that the reminder-issue process was indeed arbitrary and unreliable, and stated outright you should not be relying on it, but this is not the case.
