what he said, I have the misfourtune of having to work on these when they finally die which most of them seem to be doing at the moment. They are difficult to get parts for expensive to repair and none of they will have been properly mantained. I have seen lots of them with burnt exhaust valves as the valve clearance is never done because "it costs to much and the bike seems to be going ok". When the exhaust valve finally gives up they cost so much to fix it's not worth fixing. This applies to all the 4 cylinder 4 stroke 250's not just the cbr's. What is wrong with your current bike is it breaking down does it cost to much to run if not why do you want to buy something that will. save your money for a better 600 when you get your full licence, do some rider training and don't take ten years to get your full licence.

You can have great fun on a 250 but when you break it down you are going to pay $4 -5 K for a 20yr old bike that OK it may go fast but really it is a means to an end to get what your real goal should be completed. (GET YOUR FULL LICENSE SO YOU CAN RIDE A REAL BIKE)
My First bike was a Honda NS205R (The predecessors' to the NSR) it was a lethal bike that had a power band in the wrong place for someone that was learning. I then Brought a 1990 Kawasaki ZX250R. This was a great bike ran well and was as quick as the CB250RR with a full size rear tyre I could put that thing so close to the ground it was great however really when it comes down to it nothing will give you anything close to the power of a bigger bike so you are best just to sit back and tick the boxes as quick as you can and save your money for something worth spending it on. Any old bike is going to cost you the buy price plus more for upkeep.

I think the reason he wants a 250cc is he is completely bored with the power of his current sub 150cc bike.
I'm with the people wondering why you'd want a 22+yo bike that clearly everyone buys because they are fast 250's, rape the shit out of them for the period of their L and R period then flick it off to the next guy without performing decent maintenance on them.
Good luck finding a CBR250RR with a service history that has not been given assholes it's whole life.
Look around and find a bike that you like, find comfortable and suits your needs. Best/only advice to give

Oh and When they say low K's if you look at the odometer it will only have XXXXX.X so when you break this down you really do not know how many k's it has done. if it is 22yrs old and say 22,000k's that is prob more likely to be 122,000ks but that is the reality.
As above buy it thrash it and sell it its the next persons problem just don't cry too much (i say too much as it still hurts when you cant ride) if it needs expensive work when you own it.
I loved the ZXR250 it was an awesome bike and quick enough to teach you a few lessons. Got mine stock standard to 192km/h on one of the back roads so it kept up with the bigger bikes

Instead of buying a 250, wait a few months until you can legally ride a bigger bike.
big bikes are over rated on the public roads,
