Mate your fool. In answer to your very original question yes you are obliged to posses and carry with you a valid licence for the vehicle you are or intending to drive.

You became obliged to hold a current license when you decided to stay in this country and therefore abide by the laws of the country.
If you choose not to abide by those laws you risk incurring a range of penalties but that is your choice.
Though the licensing standards in this country aren't very high, they are better then nothing and go someway to providing a safe road network.

i stay in this country cos this is where i was when i became cognitive of where i was. it also has a lot of cool shit that i enjoy doing. and it's a long paddle to anywhere else.
