To separate them from criminals on motorcycles, bikers in Quezon City will be given vests, which show their vehicles’ plate numbers, by the local police starting tomorrow, an official said yesterday.

Crimes perpetrated by suspects on motorcycles have given innocent motorcycle riders a bad reputation – just riding a motorcycle could make a person subject to suspicion, according to Quezon City Police District (QCPD) director Senior Superintendent Richard Albano.

This is about as idiotic as it gets. Again an ordinance that has not been thought over and consultations which were held were most probably ignored. Stop criminality by going after the criminals, not after the legitimate riders. Having riders, in any city, have to wear the vest, is the Scarlet Letter of our time.

This will open up riders to the dangers of bad elements stealing their vests and using those in criminal exploits. It does not solve anything.

It seems insane and unlikely to solve anything. However, the current situation of repeated drive by shootings from motorcycles is also pretty insane. It could always be tried, and if the policy fails it can be abandoned; if it succeeds, then after crime has dropped off it can be discontinued at that point. Probably better than no action at all.

Of course, the above statement does rely on the police/politicans having the sense to abandon a policy after it either fails or outlives its usefulness. That's probably the major barrier.

but it's curious that they think these criminals will not just a) steal a vest b) forge a vest and c) not give a shit.

it also accepts that people (esp. motorcyclists) should be presumed guilty unless proven otherwise.

There is a total ban on guns atm, while the elections are looming. (I think six months surrounding said elections.) The penalty is quite severe for anyone caught with a gun in their possession during this period.

As for motorbikes... the country would collapse without them. The bike/car ratio is almost 50/50. Understandable when you can buy a 110cc underbone, (stepthru in our language,) for PHP60,000, (slightly less than NZ$2000.) and the cheapest new car is just under PHP500,000! And you can fit 6-7 on a motorbike!
