Fines go to what used to be called the Consolidated Fund. It's now just about the same thing, but it has a different name. Don't know what it's called.
The concept is that all gubbermint income goes to a big bucket from which spending is dished out at the budget.
Police Road Policing is funded from the Land Transport Fund. 21% of the Police's annual allocation of funds comes from there. NZTA and the Ministry of Transport contracts the Police to deliver certain categories of enforcement, paying them to do so.

In essence, the Police don't get the money from fines, apart from through a long winded funding arrangement. I don't know anyone in the job who gives a toss about the money, as we don't get paid based on fines collected.
I personally have views on fines and their effectiveness for various outputs, but years of writing to Ministers and CEOs has had little effect.

Aren't speed cameras operated by contractors. Who get told where and when they need to be parked?
I know when I was doing breath testing surveys with the fuzz, the location was generated by a computer.

I'm 26 now and I've been driving since 16 but I've never been pulled over. I guess my driving is too tame.
I did have a run in on my DRZ with a check point. P:"Where's your WOF?" Me:"Ahh, well my bike kind of vibrates a lot. I think it fell off the other day." Policeman looks at my number plate which is almost torn in half. P:"Umm, don't worry. Carry on."
But he didn't check my license, lucky for me because I got that DRZ a week before I got my full. I was sweating.
