Throwing a small stone, whilst stupid is "mucking around" and I could see a manslaughter charge coming from that if it killed someone.
Throwing a bloody great hunk of concrete at a car is nothing short of attempted murder, and they should be charged as a murderer.
Whats the bet thou that they will claim that their mum didnt love them, they had a rough childhood, and society owes them, and walk with 6 months served.
