I use kerosene to clean it off, then polish the wheel with car polish to stop it sticking so much next time.

Degreaser helps too. Put some on rag cloth then gently rub through the rims.
If you can make it on Kiwibiker you can make it anywhere.
Do a skid, centrifugal force will get rid of it...
Also, I recommend teflon chain lube as it doesn't flick off during use.

Kero.
A toothbrush will also be your friend. Getting into the tight places where a rag will not get into.

If ever the temptation takes you to put it in gear (perhaps to lube the chain) with your fingers within 2 foot of the chain; give yourself an uppercut.

Lick it off.
Don't put it there in first place. Get a Scottoiler, zero time wasted lubing chain and cleaning rear wheel, more time riding. Wished I'd installed one years ago.
Used to get this stuff at a trucking place I worked at that had Mobil lubes contract, awesome stuff on roadtarred truck rims and occasionally on bike rims.
Way gruntier than Kero, not sure if you can still get it here or how much it would cost... MobilSol

Kero - tip a bit on a panty pad or tampon, they are soft and will not scratch your wheel.
