On the limited information presented I am just saying that yes, Maureen is less likely to make an ACC claim therefore they would consider her the 'better' rider.

Agreed. We really don't have enough information to make an informed judgement.

It's a shame that they don't take past experience and previous claims in to account when setting individual levies, but that's another thread.

ACC is not about individual risk like insurance. A much fairer thing would be to tak all ACC costs from tax revenue. This way all pay for the rehabilitation of individuals. This is fair because we all benifit from a healthy, productive population.

Crashing when you're pushing your own limits doesn't make you a bad rider. Pushing your own limits on the road does make you a fuckwit though.
