Yes, but maybe a bit harsh at the end, since we don't know the circumstances. It was 7:30am, he could have been riding into the sun or dealing with deep shadows, and may have dropped his speed to 20km/h already as a result (can't have been that quick to not break his neck, surely). But that's all speculation, of course. No-one knows and he can't remember.
That said, I do note the bloke isn't seeking to blame anyone unduly and suggests his attention failed, which is to his credit.
Wearing a full face as a scooter courier would be tedious and add up to a considerable amount of wasted time taking the thing off and putting it back on over the course of a day/week/month/year.

I remember when an MOT bike cop who was wearing the MOT issue open face pudding basin fell of one of those shitty CBX650's with the handlebar mounted screen (got the speed wobbles as I remember) and slid along the road on his face.
