Statistically speaking 35% of all head impacts happen on the chin. That is the highest concentration of anywhere on the helmet, actually no other part of the helmet sees anywhere near as much impact. These results were found when the Hurt Report was published way back when. I doubt things have changed much with regards to this statistic. If one includes the visor area, that stat goes up to 45%. So, close to half of all impacts happen where a 3/4 lid doesn't protect you.
Having said that, I am all for choice.... I feel more comfortable wearing a full face.... but to each their own. If someone wants to go without a lid. Go for it!.... 1/2 lid..... Go for it!

I wear a 'flip up' helmet myself and always have it flipped down when riding.
That poor bastard got hit where he could not possibly have expected it to happen.
ACC makes such accidents, contributed to by a negligent third party, likely to be repeated.
IMO - ACC should be able to claim back from the road works contracting firm. Teach them to be more responsible![]()
