The high levels of corruption often mean that the police are ineffective. The drug cartels don't hesitate to kill anyone who gets in their way, including police officers (I've seen the applicable pics and videos, so I know it's true). The cops also have a family of their own that they want to get home to at the end of each shift, so I can't blame them for wanting to keep themselves as safe as they reasonably can in the line of duty.

t'was a bit of a scuffle, down the docks like, and this ol lady was hoping to get to an pre-arranged motherfucken soiree. not a bob in sight, but plenty of the "criminal" gangs...
they asked her from whence she came and to where she wished to go, to whit: the restaurant up there (past yon brawl).
they flanked her and walked her through the shennanigans and deposited at the door. then turned around and started bottling cunts.

don't think its only being worried about getting back to their families, i think still having a family to get back to plays a big part of it, when there is that much money involved i don't think the gangs would hesitate to use what ever means they can to keep control over the police or officials
