I think it is called a dutch auction or something like that. Have been part of running them a couple times for a club at an AGM. They can work well without all the hassle of people bidding against each other. I've ridden a 350 Four and owned a CB400F. Of the two, I would absolutely own another 400F - the 350 not so much.
In fact the 400F is one of the two bikes I really regret selling in my life. The other was my first CB750K2
