Alternatively, you could just ride as normal, but try to make a bit less noise. Granted, they were rude and cowardly about what they did. But if they are disturbed by the noise, is there something you can do at no cost and little effort, which might address the problem for them?

Some people are just natural born arseholes, and in this instance it's most likely to be the writer of anonymous notes.
Friend of mine was made redundant, he was out of work but couldn't claim the dole because his wife was a manager in a major NZ company. As many women do, when she got married she kept working under her maiden name. They received an anonymous letter pointing out that the writer knew she was using a false name to facilitate benefit fraud by her husband and that unless she saw the error of her ways the writer was going to report them to WINZ. (It wasn't worded quite like that, the writer was only semi-literate.)
This was all complete bollocks of course, but they were quite upset and wondering who would do such a thing. A few weeks later one of their friends was at a party where someone announced to the gathering how he had sorted some benefit fraudsters. Turned out he was the owner of a local gas station - and a born again Christian.
Dude obviously hadn't understood the teachings of his saviour.

Perhaps, but in my experience, telling someone they're a prick rarely stops them being one.
There is a difference between complaining about noise (and being frightened of retribution), and making false and intimidating accusations.

you might find it's not some one in your street but on the corner in the motel units, who's had a bitch at the owners & who stays there a bit, any way if you get a letter/call from thejust tell them, at the end of the day you're saving the planet

I'd just keep riding, if it's causing them such an issue they'll be forced to confront you about it! Until they have the guts to do that I wouldn't change a thing!
