I smell an anti-bike pattern here. Funny this clampdown happening just after they start ticketing bikes lane splitting. Pointless, I know. And I'm not really suggesting this at all. And I'm not even saying that as a way of saying it without saying it.
But, I just had a thought of heaps of, um, people queuing up at that new coffee cart, just to get to the end of the queue, spend time looking at the options and then "change their mind" and not buy anything. Would be funny.
(But I wouldn't go to that effort myself; so really not suggesting it.)
