Don't believe so... some have done worse (or better, depending on your POV)

As long as you are able to operate the controls safely ... there is no legal reason why not. You may need to alter the position of the brake lever to make it more comfortable ... but that is a minor issue.
I have seen foot boards fitted on one side to accommodate similar ... and as such still legal ...

The bike is the one that has to pass the WOF, not the rider (unless the rider has been deemed unfit by a Doctor). You do not have to be able to use the rear brake to be legal, but the brake itself has to work. Just don't have an accident and put the blame on not being able to use rear brake![]()
Regardless of the fact that the bike has a WOF .. she must be able to operate the vehicle safely. To not be able to do so ... endangers other road users like you and me.(and can be forbidden to ride by police) ... Although it is unlikely I will be anywhere near her when she is riding. I doubt even on the same island ...
A Moon boot should pose no real danger/problem if the brake pedal is set to suit her.
Years ago I rode trail bikes while wearing snow boots (over-sized insulated gumboots) and I just opened up the gap between the footrests and brake pedal/gear shift ... (took about ten minutes to change both)

Your insurance company may have an opinion on the matter. The opinion will likely get more clearly expressed if you hit someone's Bentley or such like.
Possibly worth a phonecall, although you may not think so afterwards.
