Mate of mine getting his first bike looking mainly for a ruiser, but possibly sports

Hey lads long time lurker here,

On behalf of a friend here, he's looking at getting his first bike hes about 6" odd and around 80kg he is looking for a Cruising bike but could possibly be interested in a sports bike too, I have had a look at all this LAMS stuff now and was wondering a couple of things, this list here

Aprilia RS250 (all models and variants) 250
Honda NSR250 (all models and variants) 250
Kawasaki KR1 (all models and variants including KR250) 250
Suzuki RGV250 (all models and variants) 250
Yamaha TZR250 (all models and variants) 250

For example I used to have a 1988 Honda CBRR 250 under NSR250 does that count just the 'racing spec' bike or the RRs as well or even just the CBR, as under the list of Bikes for Honda it doesn't approved on LAMS is just the CB range, so am I right in presuming that they are no longer available for learner riders? Does that count with the like typical learner Bikes everyone used to get such as GSXR CBR ZXR FZR etc? Any quick info on that would be great, otherwise I have just sold my ZX6R this evening as I am heading off to Europe next week.
So in a cruising Bike style for a learner biker (no experience except for scooters in SE Asia which is an experience in itself but not motorbike experience) whos 6" odd and 80kg and has up to $4000 I am giving him a Helmet and Jacket, he'll need the rest, do you have any recommendations?

    This is greatly appreciated thanks.

These are all 2 strokes, the CBR etc are 4 stroke and have a much more gentle power curve etc. These 2 strokes are not suitable for learners, so as such, not allowed.

at 6ft tall he would probably be better to look at maybe a bigger than 250. needs to sit on a few to see if they fit. plenty of options on the lams list
