My thoughts too, looks more like burglary taranaki style. Anyone stupid enough to carry bike like that would be the same who have no problems blasting down to the beach on public road with no lights/helmet/plates etc...
Nearly got hit by a car peeling out of a driveway in the 'Nui few months back, same setup but lawnmower hanging out. The fella driving didn't look like he was about to trim Grandmas garden either...

...it's not just a Taranaki thing...25 years living very close to SH75 gives great opportunity to see and shudder at some drivers ideas of transporting objects safely...I dont know if it's laziness or stupidity, but city folks 'needing' to get to the bach on the peninsula, before everyone else hit's the road may have some bearing...a dinghy, placed over the roof of a car being held there by an arm out either side window and leaving a six inch slit for the driver to peer through at bonnet height...plastic kayaks seem to be objects that dont really stack well, I couldn't put a number on how many I have seen that have been tied with a bit of string across the centre, sometimes a whole trailerload...I picked up a really new looking caravan door recently, in the middle of the highway... we don't relish the idea of weekend riding anymore...In saying all that, my T20 got carted to street races and tracks in the back of a 'carolla' wagon for sometime, when times were tight...
A bit like a Taranaki gate really ... all messed up.
