I don't know how you can call being repeatedly raped with rises in RUC charges a success or the screwed up HPMV scheme which really only benefits selected operators and has a huge fines take for minor infractions... or the removal of overseas drivers from the jobs shortlist which means they have to start respecting the few kiwi workers they have left and pay proper wages...
There already is separate infrastructure for cyclists in some places and the overwhelming evidence is they wont use it because they cant ride fast enough on it due to having to show some respect to vulnerable pedestrians... like mission bay where that chick got killed by truck after car door opened, there was an official cycle route available on footpath. At Napier by the airport there are cycle lanes either side of SH2 but still some munters take the gamble of riding on road...
Such a proper network in a major city would require overbridges and small tunnels etc at intersections and you just know that there will be plenty of cyclists that would ignore them as cycling down on the road if timing right would be quicker etc... that's why it will never happen. The reality is that cycling although enjoyable is not a practical option for many workers in the modern age and even in your little private lane utopia few extra people would convert.
When I was in the UK I push biked to work a round trip of seven miles each day, half of that on a busy road. It was a major PITA though and only done due to the ridiculous rates they charge for car insurance over there.
Your 18m dollars would be better spent subsidising bus services which more people would actually use and would be a net benefit in safety to the community.

Oh yeah!There are some big differences in the Netherlands with respect to cylists; for a start, because EVERYONE cycles some time, cyclists have special rights (like, they have right of way in mixed traffic). Because of this, there is a LOT of tolerance AND patience WRT cyclists. And as has been mentioned, a lot of the cycle routes are physically separated from roads.
It all just works. (Apart from drunken cyclists hiffing bikes in the canals and rivers all the time...)

I never user them any more because they are too dangerous. the number of times a bus has mistaken one for a bus lane climbed right up my cherry and got on the horn... no ta, I'll filter or wait my turn. I just want to know, has every bike shop in the greater Auckland area lied to me between 1999 and 2008 (curiously none have mentioned it since... possibly because I stopped buying bikes from dealers?) or am I turning my nose up at a right that is not a right elsewhere?

In Wellington there is exactly this, between Petone and Ngauranga there is a cycle lane separated from the motorway by Armco, built at considerably more cost than fuck all. And you know what - bugger all cyclists use it.

In my experience... if you had mirrors there would still be the square root of fuck all you could do to avoid a bite to the bum from a ferocious car (or other motorised transport). Largely because you are not able to travel at anywhere near the speed unless you are super fit on a good bike in good conditions and I am not staying home just because its raining and I'm shaped more like a polar bear than and meer cat.
Try slowing to 60 on the motorway and waiting until you see a car in your mirror before you move over. Not fucking likely if you have half a clue.
The time to keep left is always, more importantly before you have someone passing you.
Golden rule of having traffic directly behind, if you have seen them it is too late to change, hold your line and hope they do the right thing. I have seen many more people hurt trying to avoid faster traffic than hurt by holding their line... ask anyone who has been to a track day or race meet. The faster traffic is responsible for passing safely... pretty sure that is the law on the road as well.
I do a pretty thorough head check before changing lanes or lane position... but at the lower speeds of a pushbike you have the time to do something about getting in a couple of good head checks before a change.
I thought about getting mirrors when I was cycling from mt Eden to Sunnyvale. After trying a bike with them I decided that I could afford the risk of doing a proper head check far more easily than the distraction of feeling it was my responsibility to move over for hill billies.
Cyclists under current legislation have as much right as anyone else to use the road in New Zealand.
As much right as bikers.
As a biker I hear people on here and IRL harping on about driver education being the saviour of all bikers... oh but fuck cyclists... get them off the road or run them over...
I don't expect that all road users will stand around and have a circle jerk every Sunday, but a little common courtesy goes a long way, in the end we are all just trying to get where we are going.

You should try the Auckland cycleways then. The one along the North Western Motorway is underwater sometimes during high tide.
Nothing quite like riding along, singing a song in the rain and dramatic crosswinds just to find you are suddenly up to your axles in briny with waves lapping at your calves.
