Maybe, maybe not. I don't hold a degree in psychology, civil engineering, or any of the other related fields. I also haven't conducted any research whatsoever. Therefore I couldn't say whether applying this sort of thinking has or hasn't increased, whether it has or hasn't been effective, or if there have or haven't been unintended side effects.
Your average shrink will tell you that absolutely everyone will choose unspecified delays if it means a reduction in injuries and fatalities.
