What determines who you vote for?

I'm basing my vote on the following:

1. Taxation. A lower direct tax take does help boost economic growth.
2. Energy. We need more power stations, and a firmer transmission grid. That requires a return to a central planning system.
3. Defence. At least a sufficient strike force for training purposes.
4. Kyoto. Scrap it.

So far it looks like either National or Act. Probably split my vote.
