Where'd you find the 33 figure? It looks like UK learner bikes are limited to 35kW but since the GSX650 is such a heavy fucker it'd be allowed up to 49 kW (66hp) before breaking 150kW/T.

Unrestricted model is 85 hp.

No idea. Probably some forum on the front page of a google search. It was certainly nothing official looking.

If all it takes to get the bike derestricted is to cut a wire, cut it, wire it up as a plug. If you sell the bike, give the new owner the choice. If you crash, plug it back up before insurance find out or claim the plug must have come loose in the crash.
