correct numb nuts, but spring 20 puts tension on the fork so it actually engages with the pins on the drum, instead of just rubbing them up.

Yes, but if the gear lever itself is flopping around loosely it is spring (27) that is broken.

dude mitre 10 is open so you can build a bridge to get over this, the gear lever is also floppy (as in moves up and down with no resistance) when spring 20 is boken, as it cannot get any purchase on the shift drum.

If spring (27) is intact there will still be spring tension returning the gear lever to it's central position.

Yes, it will be central, but its still moves up and down with no resistance.
