    A&B have right of way. C can only go IF A&B go into the 2 lanes closest to the centre line, then C can go in the lane nearest the side of the road. It is possible that A&B might try to cross lanes (seen it happen before), so C should wait long enough to be sure they are not doing so before trying to move into the lane nearest the side of the road.
