The test went for 30min and obviously all competencies had been met. I don't think it matters weather the test is in high speed areas or not.
There's no legislation that the full licence test has to be in 100km zone. I just assumed so.

Practical tests assess your driving
The practical driving tests are designed to assess your ability to apply your knowledge of road rules and safe driving practices. Test duration 30 min.
I just had another looksy on the NZ transport site and there's no mention of 100km zones in regards to full licence testing. The test did go for the required 30 min including the 10 min to check the bike ect.
Some testing stations are more then 30 min away from 100km zones.

When I did my full class 1 there was no 100km/h stuff either. But lots of school kids getting out so I got told off for driving too slow. Most of the 100km/h stuff is now meant to be tested in the restricted test. When they switched things up a couple years ago they made that test much harder and the full test a piece of piss.
