For your information ... I have searched for any legislation regarding the speed (enforcement policy) through temporary speed zones ... and found no evidence of such in current legislation.
There was (apparently) difficulty for Law Enforcement Authority's to enforce temporary speed limits. It was proposed that the changes you stated were introduced, but through due process of law they not.
The only change in policy regarding speed in temporary speed zones ... is 50 km/hr over the limit and automatic 28 day license suspension occurs. As opposed to 40 km/hr over the limit in fixed speed zones. So 80 km/hr through a 30 km speed zone will (could) see you walking home. And possibly vehicle impounded (at the officers discretion).
The usual demerits apply ... regarding amount of speed over the posted (temporary) speed limit.

but also, and i'm not sure if this was wellingtown or went nationwide, but they're not allowed to camera van (and maybe infringement notice?) within 150m of a change-in-speed zone.
so shorter road-works may be able to be blatted through...
Roving (or parked) Highway patrols ... have a liking for patrolling near road works ... seldom the need for a high speed chase either.
They also ping a few going past School buses a bit faster than the 20 km/hr required. In a 100 km/hr zone ... faster than 60 km/hr past such busses ... will have you walking for 28 days as well ...

Unless people are actively working on the road it shouldn't be left at 30kph 9 times out of 10 anyway.
It's simply to cover the ass of the contractors. Anyone that crashes at speeds greater than 30 km/hr gets the blame and fines ...
I worked on road works sites many years ago ... and it was usual to leave the signs up, but 50 km/hr was the usual road works speed. If the road was intact (or of minimal risk) .... signs were removed.

/laziness. Why change signs everyday when you don't have to.
Most roadworks are in better condition than gravel roads, which often have 100kph limits.
(For obvious (to some) reasons I'm not saying roadworks should be 100k once they knock off for the day just to get in before one of the 'sun shining out of ass' bright candles here jumps on that.)
For a patch of resealing they can leave those signs out for a week or two before they come sweep up and finish the job, or they just do the alternative and take them all away before the sweep up and finish the job. Can't win![]()
Maybe it all depends if an officer wants to hide behind a bush and ping some road terrorists beforehand or not?
