But seriously I don't think the police have to "approve", they just need to "decide not to do anything". A bit like letting us filter on the motorway.
A couple of years ago I happened to see a hearse go by with a large escort of patched up gang members, many of them without helmets. They also had a police escort. I guess that was a case of "pick your battles"...
